Approving the project for developing lobster farming and export to 2025

On November 5, 2020, the Ministry of Agriculture and Rural Development issued Decision No. 4431 / QD-BNN-TCTS approving the Project on developing lobster farming and exporting to 2025 with the goal of developing farming and exporting shrimp. lobster towards sustainability and efficiency, ensuring food quality and safety, meeting the requirements of domestic consumption and export.

Specifically, by 2025, the volume of cage culture will reach about 1.6 million m3, the farming area in the onshore system will reach 180 hectares; total farming output reaches 3,000 tons / year; value of export turnover reached 200 million USD / year (including export on the spot). To meet the demand for quantity (about 9-10 million seed shrimps) to ensure quality and origin. Apply advanced farming technologies to improve productivity, economic efficiency, protect the environment and marine resources. Ensure 100% centralized lobster farming areas and lobster packaging, preliminary processing, processing and preservation facilities are coded and ensure traceability, meeting market regulations consume.

The project has given a number of specific tasks for each field.

For the hatchery sector: Manage the exploitation of natural lobsters efficiently and sustainably and strictly control the quality of imported lobster seed sources. To step by step take initiative in the source of lobster seed through: improving the efficiency of rearing shrimp seed, promoting research and application of artificial lobster seed production and developing concentrated breeding areas.

For commercial farming: Manage and strictly control the conditions of lobster farming facilities according to regulations and review and arrange the density of cages to ensure technical requirements. Assessment of environmental capacity of centralized lobster farming areas; Carry out the task of environmental monitoring and disease prevention, especially dairy disease and the use of drugs and chemicals in lobster farming. To reorganize production in the direction of linking the value chain to create large, concentrated raw material production areas associated with collection, preliminary processing, processing, preserving establishments and consumer markets. Research and test models of lobster farming in cages in offshore, open sea and onshore (in tanks using recirculating systems).

The project also gives development orientations for commercial lobster farming to 2025 in some localities such as:

In Quang Binh province: To develop lobster farming in an onshore recirculating system in coastal areas, with an area of ​​20 hectares; The annual farming output reaches 60 tons / year.

In Da Nang city: To develop lobster farming by cage in Son Tra peninsula with a volume of 2,000-5,000m3; The annual farming yield reaches 5-10 tons / year.

In Quang Nam province: To develop the form of farming in the onshore recirculation system in Nui Thanh district with an area of ​​20 ha; The annual farming output reaches 60 tons / year.

In Quang Ngai province: Developing both farming methods (lobster farming by sea cages and onshore recirculation systems); to focus on development in Ly Son island district with a cage volume of 20,000 m3; develop farming in the onshore system in Binh Son district (Binh Thuan commune) with an area of ​​20 ha; The annual output of farming reaches 100 tons / year.

In Binh Dinh province: Developing both farming methods (lobster farming in cages on the sea and farming in recirculating systems on shore); to focus on developing cage culture of lobster in Nhon Hai commune (Quy Nhon city) with a volume of 16,200 m3, developing in-shore farming in Phu My district, with an area of ​​20 ha; The annual farming output reaches 80 tons / year.

In Phu Yen province: Development of farming with two forms (lobster farming in cages on the sea and farming in recirculating systems on shore); The total farming area is 1,000 ha, concentrating in Cu Mong lagoon with 253 ha, Xuan Dai bay with 747 ha with a total of 45,000 cages, equivalent to about 405,000 m3. Arranging area for seasonal lobster nursery out of 650 ha in open sea areas of Tuy An district. The area of ​​on-shore lobster farming is 40-70 ha, the annual production is 1,070 tons / year.

In Khanh Hoa province: Development of farming with two forms (lobster farming in cages on the sea and farming in recirculating systems on shore). To focus on developing cage and rafts farming in: Co Co canal, along Xuan Tu, Bai Lach, Bai Su (Van Phong bay) with a total volume of lobster farming cages 416,000 m3, Nha Phu lagoon (Ninh Ich commune, Ninh Van province). ) with a total volume of cage culture is 12,800 m3; Nha Trang Bay with a total volume of cage culture is 185,600 m3; Cam Lap, Binh Ba, Binh Hung areas (Cam Ranh Bay) with a total volume of cages 721,500 m3. Development of farming in the onshore system in beach area of ​​Van Ninh district, with an area of ​​20 ha; The annual farming output reaches 1,300 tons / year.

In Ninh Thuan province: Development of farming with two forms (lobster farming in cages on the sea and farming in recirculating systems on shore); to focus on developing lobster farming by cages in: Phan Rang bay in Ninh Hai district, expanding and developing offshore waters, the volume of cages is 45,000 m3; develop farming in the onshore system in An Hai commune, Ninh Phuoc district, with an area of ​​20 hectares; The annual farming output reaches 200 tons / year.

In Binh Thuan province: To develop lobster farming by cage in Phu Quy island with a cage volume of 2,700m3; The annual yield of farming is 120 tons / year.

For product processing and consumption: To reorganize the system of product collection, preliminary processing, processing, storage, and transportation to ensure a close connection with the centralized lobster farming area. Apply advanced management processes and new technologies to the harvesting, transportation, processing and preservation of lobsters to save fuel, reduce product costs, research to perfect technology for preservation and transport. moving lobster life, diversifying products, increasing the proportion of value-added products from lobster to meet the needs and regulations of the consumer market. To build stable distribution and consumption channels for the domestic market; maintain traditional export markets and expand potential markets in the direction of official quotas.


To accomplish the objectives and tasks, the Scheme also offers solutions, specifically:

Production organization and management: Localities: review and adjust the plan for development of lobster production (hatchery area, commercial farming area) to include in the planning of land and sea surface use according to the regulations. Carry out the licensing of marine farming and confirm the registration of cage and raft culture in accordance with the provisions of the 2017 Fisheries Law. Reorganize lobster farming according to the value chain; building a model linking small production establishments into cooperative groups, cooperatives, and professional associations linking with enterprises supplying inputs and consuming products. Promote the establishment of the Association of Vietnamese lobster farmers, processors and exporters. Check and supervise production activities: farm conditions; seed production and supply; food; drugs, chemicals; products for treatment and improvement of the environment and materials for shrimp farming. Strictly manage the exploitation of natural lobster seed sources; promulgate regulations on the size, fishing profession and the harvest season of wild lobster. Propaganda information to raise people's awareness of the protection of wild lobster seed resources. Apply information technology to establish a database on lobster production and export.

Science and technology and fishery extension: Cooperate with countries such as Australia, New Zealand, and Japan in researching to actively produce artificial breeds of cotton lobsters and blue lobsters. Research and complete the technological process of onshore lobster farming using the circulating water filtration system, industrial feed. Continue to study and complete the lobster farming process in many stages to improve productivity, increase survival rate, reduce feed use ratio, reduce risks caused by disease, and limit the effects of pollution. environment and improve economic efficiency for farmers. Study and test models of lobster farming using high technology in offshore and open sea areas with new materials (net for cages made of copper alloy, cage frame made of HDPE, ...). Research and complete the technological process and complete feed production line on an industrial scale, in order to reduce feed use coefficient, reduce costs, increase resistance, improve growth rate and survival in the farming process; improve color and limit environmental pollution. Training, training and transferring technical advances, replicating advanced lobster farming models for lobster farming establishments, in order to improve productivity, product quality and sustainable development.

Disease prevention and adaptation to climate change: Focusing on researching and proposing effective preventive and treatment measures on cultured lobsters, especially common diseases such as milk disease, black gills, white spots. on shell, red body, white beard, long head, ... Strengthening the management of environment and epidemics according to regulations; building and implementing automatic environmental monitoring and warning systems in concentrated and key farming areas; promptly warn to respond to the phenomenon of climate change. Training, propaganda to raise awareness and law enforcement responsibility of lobster farmers on disease prevention regulations, farming technical procedures, natural disaster prevention ...; at the same time strengthen inspection and strictly handle violations. The local government develops and promulgate regulations on the collection and treatment of waste in lobster farming areas; Implement the management of collection and treatment of waste from lobster farming.

Regarding domestic consumption and lobster export: Develop a service system for transporting, preserving and consuming live lobster products in the domestic market. State support in trade promotion to expand consumption markets for lobster products in foreign countries. Negotiating and removing barriers and obstacles in importing lobster seed from countries: Indonesia, Philippines, Myanmar, Sri Lanka, Singapore, ... Attracting units to participate in building and expanding the fertilizer system. distribution of live lobsters including collection and storage points in concentrated culture areas; transit points before distribution to create clean shrimp products, ensure quality and require traceability. Continuing to apply technological solutions in processing and preservation, especially investment in processing value-added products, technology for preserving and transporting lobster, to diversify products, improve quality and capacity. competitiveness of Vietnamese lobster products.

Capital and investment: Implement public-private cooperation, attract investment capital from all economic sectors at home and abroad in activities of research, technology transfer, development of farming, and export processing. lobster ration. The State budget focuses on investment in projects on research, testing and application of high technology in breeding, feed, lobster farming in remote and open sea areas and in onshore systems; monitoring and warning environment, epidemics; investigation and protection of lobster resources; investing in infrastructure in key lobster farming areas.
